ACC Files Chargesheet Against Former VC of Sylhet Medical University

District Correspondent, Sylhet: The Anti-Corruption Commission (ACC) has submitted a chargesheet against the former Vice-Chancellor, Acting Registrar, and 58 officials of Sylhet Medical University (formerly Bangamata Sheikh Fazilatunnesa Mujib Medical University) in a case filed for irregularities and corruption in recruitment without the approval of the Syndicate and UGC.

The matter was confirmed to Dhaka Post at night by ACC Court Inspector Jahidul Islam at the Sylhet court.

According to the chargesheet, Dr. Morshed Ahmed Chowdhury, the former Vice-Chancellor of Sylhet Medical University, and Md. Noimul Haque Chowdhury (Md. Moinul Haque Chowdhury), the former Acting Registrar, misused their authority between 2019 and 2022. They appointed and promoted candidates to various positions without publishing recruitment advertisements, obtaining Syndicate or UGC approval, or adhering to any recruitment regulations. Despite age and qualification deficiencies among the candidates, these appointments were made irregularly. Additionally, salaries and allowances were unlawfully paid from the Ministry of Health’s development budget without UGC approval.

Jahidul Islam, ACC Court Inspector, stated that during the investigation, sufficient evidence of the offenses was found. The Investigating Officer, ACC Deputy Assistant Director Md. Ismail Hossain Imon, filed the chargesheet under Sections 409/420/109 of the Penal Code and Section 5(2) of the Prevention of Corruption Act, 1947, at the Metropolitan Senior Special Judge Court, Sylhet.

Notably, on April 2, 2024, Deputy Assistant Director Ismail Hossain (Imon) of ACC Sylhet Division filed the case with ACC’s Integrated District Office in Sylhet under the supervision of Deputy Director Md. Jabeed Habib.

The accused include former Vice-Chancellor Dr. Morshed Ahmed Chowdhury, former Acting Registrar Md. Noimul Haque Chowdhury, Deputy Director (Transport and Development) Fahima Khanom Chowdhury, Assistant Registrar Anjan Debnath, Assistant College Inspector Maidul Islam Chowdhury, Assistant Director (Transport and Development) Md. Golam Sarwar, Assistant Controller of Examinations Bilal Ahmed Chowdhury, Assistant Director (Budget) Shamsher Russel, Public Relations Officer Gazi Md. Faraz, and 58 others.
